U.K., Oct. 1 -- UK Parliament issued the following news:

Ms Abena Oppong-Asare MP, Chair of the Housing, Communities and Local Government (HCLG) Select Committee, has welcomed the Prime Minister’s commitment to introducing the Commonhold and Leasehold Reform Bill to Parliament by Christmas.

Abena Oppong Asare MP, Housing Chair, also welcomed the announcement of plans for an independent regulator for property management agents, a key recommendation from the HCLG Committee’s pre-legislative report on the draft Commonhold and Leasehold Reform Bill.

Chair comment

Ms Abena Oppong-Asare MP, Chair of the Housing, Communities and Local Government (HCLG) Committee said: “Leaseholders have been waiting far too long for successive governments to tackle the unfair leasehold system, cap ground rents, and put homeowners in control of the management of their buildings. I welcome the Prime Minister’s decision to put these issues front and centre by committing to introduce the Commonhold and Leasehold Reform Bill to Parliament by Christmas.

“However, I urge the PM to look again at the Housing Committee recommendations to strengthen leaseholders’ rights in this legislation by bringing in the proposed ground rent cap by late 2027 and by enacting the Law Commission’s remaining recommendations – particularly on development value.

“The Housing Committee also recommended an independent regulator for property management agents. It is welcome the Government has now agreed to bring this about and we shall be pressing for further detail on how this will be taken forward.

“The announcements this week to boost house building and home ownership, on stronger powers for councils to act on empty homes, on homelessness, and on tougher enforcement to tackle poor conditions in the private rented sector, are key issues of Committee concern and we will be holding the Government to account for their progress in these areas.”
