U.K., Oct. 14 -- UK Parliament issued the following news:
The Treasury Committee has published a letter from JP Marks CB, Permanent Secretary and Chief Executive of HMRC.
Read the letter
At the beginning of October, Dame Meg Hillier wrote to HMRC about any tax implications of the Premier League’s investigation into Manchester City Football Club Ltd.
While taxpayer confidentiality prevents Mr Marks from commenting on any potential ongoing investigation into the club, the Permanent Secretary has reassured the Committee that HMRC works constructively with bodies within football and considers action when there is information which indicates a potential tax risk.
The letter also sets out how HMRC deals with the footballing sector more widely, which has led to 68 enquiries into football players, agents and clubs in the most recently available figures. This compliance work has yielded £110 million in 2025/26, Mr Marks confirms.
Chair comment
Chair of the Treasury Committee, Dame Meg Hillier, said:
“It seems clear to me that HMRC is actively engaged in the footballing industry’s tax affairs, as we should expect for a sector dealing with vast amounts of money and complex corporate structures.
“HMRC has to treat Manchester City as it would any taxpayer and therefore cannot be explicit about any potential investigation into their tax affairs. My letter was intended to ensure HMRC is alive to the seriousness of the situation, particularly given the immense cultural significance football holds in our country, and my assessment of the response is that they are.
“I am looking forward to discussing how they tackle tax compliance issues in football when they next appear in front of the Committee.”
